TK and Magnetics variant by Greg Kerner

The following is a variant of Telekinesis and Magnetic Powers for both 
Living Legends and Villains and Vigilantes.  It is intended to allow a 
character with 20pts in either Telekinesis or Magnetic Powers to be on 
par with their counterparts in the comics. At the lower point costs, you 
get less than you would for the equivalent points but at the mid range it 
starts to pay off.

The following pt costs are for Magnetic Capacity.  To determine the cost 
for Telekinetic Capacity, add 3 pts to the cost listed below.
