With all the troubles with the Asian Connection shaking up the White House and wreaking havoc with the Vice President's hope for 2000, the administration thought it best if Al Gore skipped his current trip to China and allowed another senior official to go in his place. That plan was deep-sixed, however, when the Chinese told them, "Sorry, no substitutions."
