It was written without an understanding, either technological or social, of the medium it sought to control. It was a predecessor of the Children's Online Protection Act, and both legislative efforts share that lack of understanding.
It cannot be denied that much of the Internet is unsuitable for children; to try to make it so, were it even possible, would make it useless for adults. Government in loco parentis is an abridgement of freedom, and as such is no more acceptable now than at any time in American history.
